PRESENTERS:

Rania Amen, P.E. Director and City Engineer, Engineering and Capital Projects Department City of San Diego
Rania's BIO: Rania Amen, P.E., is the City of San Diego Director of the Engineering and Capital Project Department and the City Engineer. With over 33 years of engineering experience in the areas of planning, design, construction, and operations of water, wastewater, buildings, transportation, and stormwater projects. She has worked most of these years on city infrastructure projects and understands the capital improvement process, public works, and Architectural and Engineering contracts procurement.
Rania holds a Bachelor of Science Degree in Civil Engineering and is a licensed Professional Engineer in the state of California. Prior to that, she served as the Engineering Services Manager of the Santa Fe Irrigation District. She was in charge of planning, organizing, directing, and leading the Engineering Department's activities and operations, which included the District's capital improvement program, project design, inspection, water resources management, environmental review, and development-related services. She also held the position of Assistant Director in the Public Utilities Department within the City of San Diego, where she oversaw the System Management and Operations Branch of the Department. Rania is also known to be a passionate, solution-focused leader and a great communicator.

Elif E. Cetin, P.E., M.S. Assistant Director, Strategic Capital Projects City of San Diego
Elif's BIO: Elif E. Cetin, P.E., M.S., is an accomplished civil engineer with 32 years of experience in both public and private sectors. Currently serving as the Assistant Director of the Strategic Capital Projects Branch at the City of San Diego, Elif leads teams of technical professionals in delivering large-scale, complex programs and projects such as the Pure Water Program Ph 1.
Elif's 24-year career with the City of San Diego spans several key roles, including Deputy Director, managing teams that delivered over 300 Capital Improvement Program projects for asset types such as Public Buildings, Water and Wastewater Projects, Parks and Airports.
Before joining the public sector, Elif gained valuable experience in structural, geotechnical design and project management with firms like Hope Engineering. Elif's expertise also extends to academia, having served as an adjunct professor at the New School of Architecture.
Elif holds a Bachelor of Science in Civil Engineering and a Master of Science in Engineering Science.
