COMMUNITY SOLAR_ESSEX COUNTY ENVIRONMENTAL COMMISSION FALL 2025 ROUNDTABLE
What is Community Solar?
The U.S. Department of Energy defines community solar as any solar project or purchasing program, within a geographic area, in which the benefits flow to multiple customers such as individuals, businesses, nonprofits, and other groups. In most cases, customers benefit from energy generated by solar panels at an off-site array.
Community solar customers typically subscribe toor in some cases owna portion of the energy generated by a solar array, and receive an electric bill credit for electricity generated by their share of the community solar system. Community solar can be a great option for people who are unable to install solar panels on their roofs because they are renters, cant afford solar, or because their roofs or electrical systems arent suited to solar.

Speaker Bios
Bell Gabel Belle Gabel, Senior Associate, is active in providing support and research for various energy projects, helps develop the firms business plans, and serves a leading role in the firms community solar efforts.
Ms. Gabel assists with solar project development activities and is a participant in policy discussions related to community solar, which provides a pathway to achieve the benefits of solar energy for entities who cannot host their own solar projects. Ms. Gabel has served as a key resource in the preparation of Community Solar Pilot Program applications in New Jersey, with a focus on assisting underserved communities.
Ms. Gabels tasks and expertise include preparing educational materials, interacting with stakeholders, meeting with regulatory agencies to effectuate policy and change, and monitoring and attending New Jersey Board of Public Utilities meetings. She is experienced in leading communications with municipalities, community leaders, local government organizations, and non-profits.
Tracey Woods Senior Program Manager, Energy Tracey Woods works with the Sustainable Jersey Energy Team as an Energy Program Manager. Her responsibilities include assisting municipal leadership and green team members in completing Sustainable Jerseys energy actions and helping create guidance documents to aid municipalities in completing sustainability projects. In addition to a professional background in project management, Tracey is a long-time green team leader. Her public service experience guides her work helping local governments move forward on sustainability projects. Tracey has been awarded the New Jersey Governors Jefferson Award for Public Service.
