The PMI Honolulu, Hawaii Chapter's Monthly Meeting topic is entitled, "NOAA's New Inouye Center Facility on Ford Island"
Mr. Gallagher will be providing a summary of NOAA's Daniel K. Inouye Regional Center (IRC) Facility construction project. The project includes the historic renovation and adaptive reuse of a WWII hangers into a LEED Gold facility. IRC provides space for 700 NOAA Federal Civilian workers in 310,000 square foot facility within 35 acres on historic Ford Island. The facility uses innovative technology that cuts carbon use by 50%.

------------------- Speaker Bio ------------------- Mr. Gallagher is currently the Executive Director and Site Manager for NOAA's Daniel K. Inouye Regional Center (IRC) in Honolulu, Hawaii. The IRC is a multi-phase historic renovation and construction project that consolidated 12 NOAA offices on Oahu into a single state of the art facility on historic Ford Island. The 310,000 square foot facility provides office and laboratory space for over 700 NOAA employees and contractors. Mr. Gallagher is responsible for all aspects of site and facility management for the IRC, including governance, operations, information technology, financial management, and planning.
Mr. Gallagher has been career civilian Federal employee for over 27 years. He has served in a number of management leadership positions including Regional Administrator, Chief Financial Officer, Chief Administrative Officer, and Program Manager. He was appointed to the Senior Executive Service (SES) in February 2004. Mr. Gallagher served as the Director of Budget and Planning for the National Oceanic & Atmospheric Administration (NOAA). Mr. Gallagher was responsible for planning and executing the NOAA budget including over $6 billion in annual expenditures and 12,800 employees.
Mr. Gallagher holds a Master's Degree in Public Administration from George Mason University and Bachelor's Degree in Finance and Economics from Indiana University. He also completed the Senior Executive Service(SES) Leadership Program at the Office of Personnel Management (OPM) Training Center in Charlottesville, Virginia and the Senior Executive Fellows Program at Harvard University's John F. Kennedy School. Mr. Gallagher has received a number of awards for his service, including the Department of Commerce Bronze Medal Award for Organizational Excellence and National Weather Service Modernization Awards for his contributions toward the successful implementation of the National Weather Service Modernization.
