Topic: Washington State Ferries Electrification Program

Washington State Ferries System Electrification Program is a major $6B investment to modernize the largest ferry system in the United States.  This effort is intended to meet the greenhouse gas emissions and fuel savings mandate initiated by the Governor and legislature in 2019/2020.   Learn about WSFs strategy and approach administering the design, procurement, and construction of multiple ambitious projects ranging from electrical shoreside charging systems at up to 16 different terminal locations, conversion of existing vessels from diesel motors to hybrid-electric vessels, and building up to 16 new hybrid-electric 160-car vessels.

As WSFs System Electrification Program Administrator, David is leading WSFs $6B electrification program including 16 new hybrid-electric vessels, hybridizing 6 existing vessels, and providing shoreside power to existing ferry terminals.  Prior to 2025, David directed WSFs Terminal Engineering department including the planning, design, permitting, and construction of capital and maintenance projects including the $486M Colman Dock redevelopment project and the new $185M Mukilteo Ferry Terminal.  From 2009 to 2019, David was WSDOTs Deputy Program Administrator for the Alaskan Way Viaduct Replacement Program including the worlds largest bored tunnel and multiple related projects.  David joined WSDOT in 1999 after working in the private sector as a geotechnical engineering consultant.  He holds civil engineering degrees from Michigan State University and Auburn University.
