ASCE COPRI Seattle - May 29th Dinner Meeting
The COPRI Seattle Chapter invites you to an May 29th dinner presentation at Ivars Salmon House. We are pleased to welcome Scott Stainer from KPFF who will present on the Vigor Seattle Shipyard Modernization and Habitat Restoration project in Seattle, Wa.
This presentation details the award-winning Vigor Shipyards Southwest Yard Restoration Project on Harbor Island, a $49 million initiative completed recently. Located adjacent to the Lower Duwamish River, the project successfully integrated significant environmental remediation and habitat creation with the modernization of industrial shipyard operations.
A key driver for the project was to satisfy Natural Resources Damages Assessment (NRDA) requirements related to historical industrial contamination within the waterway. This was achieved through the restoration of 2.7 acres, representing 10% of Vigor's 27-acre shipyard, into nearshore habitat. The design specifically targets the needs of juvenile Chinook salmon, migratory birds, and other wildlife affected by the waterway's legacy contamination, thereby resolving Vigor's NRDA obligations.
Simultaneously, the project aimed to enhance the operational efficiency and environmental sustainability of the active shipyard. Integrating these environmental restoration and industrial modernization goals required careful engineering design and management.
Key engineered components addressed both the environmental and operational goals, beginning with the design and construction of the 2.7-acre habitat area. Significant industrial infrastructure modernization was also undertaken. This included reconfiguring piers to support contemporary shipyard activities and revitalizing a drydock slip. The improved slip features new offshore mooring dolphins with a specialized gripper mechanism and access bridges designed to maintain full operational capability across the site's 18-foot tidal range. Furthermore, a comprehensive stormwater management systemencompassing pumping, conveyance, and treatmentwas designed and retrofitted for the entire 27-acre site to ensure compliance with current Ecology and King County regulations.
The project's complexity necessitated significant coordination with regulatory agencies and involved several years of planning prior to construction. Implementation utilized a General Contractor/Construction Manager (GCCM) alternative delivery method.
The successful completion of this project achieved the dual objectives of substantial habitat restoration and modernized, environmentally compliant shipyard operations. Its success has been recognized through multiple state and national awards for both the design team and the contractor.

Scott Stainer, a Civil Engineer at KPFF, brings a valuable blend of practical construction knowledge and specialized engineering expertise to complex projects. Building on a foundation of 10 years in the construction industry, Scott has spent the last 14 years at KPFF focusing his civil engineering practice specifically on the critical in-water and near-shoreline environment. In this capacity, he has led numerous shoreline restoration, dredge design, and habitat/estuary creation efforts throughout the Pacific Northwest. This environmental focus is paired with extensive experience designing and delivering port infrastructure, including bridges, piers, wharves, and floats. Scott excels at integrating design requirements with environmental permitting and managing multi-disciplinary teams on challenging projects impacting Puget Sound and the West Coast.
