Tour & Presentation of John Wayne Airport Terminals A and B Improvements Project
John Wayne Airport, Orange County (JWA), owned and operated by the County of Orange, is the only commercial service airport in Orange County.  Its service area includes more than three million people within the 34 cities and unincorporated areas of Orange County. In 2016, over 10 million passengers were served.  JWA not only provides commercial passenger service, but also air-cargo service, general aviation services and fixed base general aviation operations.  

JWAs Deputy Airport Director of Facilities Lawrence Serafini will welcome the AIAOC attendees and provide an overview of the unique contracting methodology used for this design / build County project, as well as concepts for seismic retrofits designed to bring the original Thomas F. Riley terminals up to Essential Facility standards. The Airports program manager will then explain the scope of the project, development of bridging documents, development of project implementation criteria, contractor selection and award.  
During the tour, the Design/Builders project manager and assistant project manager will discuss how construction can have minimal impacts on an essential facility open to the public 24 hours a day.  The contractor will discuss implementation of the major tasks associated with the project including: LED lighting replacement and lighting control system, HVAC rehabilitation, seismic structural retrofit, and re-zoning of the buildings fire alarm system.

Presenters:

-Lawrence G. Serafini, Deputy Airport Director, Facilities
Mr. Serafini holds a Master of Science in Civil Engineering from California State University, Long Beach and a Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute. He is a registered California Professional Engineer in Civil Engineering and has been Deputy Airport Director, Facilities since August 2001. In this position, he is responsible for managing Airport Development, Engineering, Maintenance, Information Systems, Planning and Environmental Compliance.

Mr. Serafini retired from the U.S. Navy as a Lieutenant Commander, Civil Engineer Corps, after which he managed several important projects at JWA as a consultant.

-Ronald Dean Everly, AIA, NCARB, F.SAME, Program Manager
Mr. Everly holds a Bachelor of Architecture from the University of Kansas, is a registered architect and Society of American Military Engineers Fellow.  At John Wayne Airport, Rons projects include implementation of major post-9/11 security screening projects, K-9 facility, east side parking expansion, Ground Transportation Center, as well as conducting tenant improvements reviews and facilities assessments.  
Ron has managed consulting services for major projects at Los Angeles International Airport, San Francisco International Airport, Seattle Tacoma International Airport, San Diego International Airport, and Omaha Eppley Airfield.  He represented the Transportation Security Administration (TSA) with oversight, coordination and logistics for airport-wide inline baggage screening at Los Angeles International Airport and Ontario International Airport. Additionally, he developed and managed major programs for government and major federal government contractors, including State of California, U.S. General Services Administration (GSA), U.S. Postal Service, Boeing / McDonnell Douglas, and Lockheed Martin.

-Jose Acosta, Project Manager, Swinerton Builders
Mr. Acosta graduated Wentworth Institute of Technology with a Bachelor of Science in Architectural Engineering. He has over 10 years of industry experience in construction, and is the project manager for Swinerton Builders overseeing the Terminals A and B Improvements Project at John Wayne Airport.

-John Wankner, Design Manager, Swinerton Builders.  
Mr. Wankner graduated California Polytechnic State University, San Luis Obispo with a Bachelors degree of Architecture. He has worked over 10 years in the architecture industry, and joined Swinerton Builders to manage the A/E teams for  John Wayne Airports Terminals A and B Improvements Project.

JWA will validate parking for the public garages.  Attendees must bring their parking ticket inside with them.  Closest garages to the EOC are A1 or A2.  JWA will coordinate to either electronically validate parking tickets or provide follow-up (secondary) tickets that are inserted after the initial ticket is entered into the exit lane machine.   Note that parking entrances are located on the upper level roadway only.
