Anita, a social worker, believes she can help create perfect families and thus make a better world. Using the authority of her office, she takes a girl from a family of Polish immigrants. Confronting the immensity of this social service bureaucracy, the parents become increasingly desperate. Realizing they have no chance of winning, the parents decide to take action outside the law, which can only lead to a dead end.
