NAVY LIFECYCLE COST ESTIMATING USING OSCAM

Most programs focus solely on the estimated acquisition cost during planning and design, but this only represents a portion of the entire cost picture. Operational and support (O&S) costs constitute one of the largest drivers of an asset's lifecycle cost and can lead to significant budget overruns in future years. For the Navy, these O&S costs include crews, fuel, maintenance and modernization, ordnance, supplies, and support services. Using optimized designs, component selections, and equipment preferences can greatly influence factors such as fuel economy, while arrangements tailored to the mission and operational requirements can greatly impact crew sizes. Since more than 80% of the O&S costs for a system are predetermined and locked in by the time the design and acquisition phase is complete, it is critical to define and align requirements with the budget during the planning and design phase. To help the Navy and its contractors better understand and estimate O&S costs, NAVSEA commissioned the development of the Operational and Support Cost Analysis Model (OSCAM). This presentation will discuss major O&M cost elements and inputs, how the model works, and utilizing OSCAM models in procurements with lifecycle cost estimate requirements.
Eric Morrison is a Principal Consultant with Nolan Morrison Consulting (NMC) in Seattle, WA, where he is currently working for the owner on an environmental and mining remediation program. Eric is a CCC, EVP, CMIT, and PMP, and has served on the AACE-Seattle Board for the past three years. Recently, Eric worked for Vigor Industrial as a Deputy Program Manager on various State and Federal ship programs, and he has also worked in a project controls capacity on several light rail projects for Parsons Transportation Group and KJM & Associates.

COST: The member price for this event is $28.00 if you register on or before April 9th; late registration is $33.00. Non-members will be charged $36.00 on or before April 9th and $41.00 thereafter.
