This decade began with major federal health reform through the Affordable Care Act. In recent years, federal rulemaking, litigation, and legislation are challenging the progress made during this decade and complicating advocacy efforts to make the most of new opportunities in the 2020s. At the state level, in this last  year of the decade, the legislature enacted significant legislation intended to mitigate federal impacts and improve access to affordable, quality health care.

Making the Most of a Landmark State Legislative Session/Responding to Challenges at the Federal Level

The 2019 Washington Legislature enacted an unprecedented volume of bills promoting health access.  Well summarize notable developments; state policy leaders will then discuss the impact of these changes, the steps their agencies are taking to implement them, and other current and imminent initiatives within their agencies. Then we will take stock of federal regulation, litigation, and legislation that threatens to undermine progress made during the 2010s.

Identifying, developing, and pursuing services under integrated Medicaid managed care

Legal aid attorneys who represent clients referred by health care providers will discuss how to apply the law about coverage of Medicaid services (especially Early and Periodic Screening Diagnosis and Treatment for children and youth) and changing federal and state Medicaid managed care policies and procedures. They will discuss how to confront the practical, legal, and strategic challenges encountered in cases: clarifying what service will best meet the client needs, figuring out who can provide it, seeking managed care plan approval, and appealing denials of service.

Health Equity and Systemic Change: Principles, Challenges, and Responses

Our keynote speaker presents a national perspective on health disparities and strategies for dismantling them while reforming care delivery and payment.   We get state and regional perspectives on promoting equity within Washingtons five-year Medicaid Transformation project, just past its midpoint. We hear about the work of Washington States Health Disparities Council and the efforts to create an Office of Equity. And we get perspective about the roots of health equity, how structural racism affects the health of communities, and how Washingtons Race Equity and Justice Initiative is responding.

Advocacy Promoting Health Equity

Attorneys describe: the relief the state obtained for low-income patients when a hospital system failed to inform them of their rights under state charity care law; NoHLAs project seeking  solutions for the narrower services and increased costs that Washington seniors and people with disabilities face when they move from Medicaid to Medicare; and litigation based on the Affordable Care Acts Section 1557 nondiscrimination protections, with an update on the state of these protections in federal and state law.
