A social satire - an animated documentary about emotions, based on themes from the popular American novel The Wizard of Oz, in order to illustrate how Los Angeles makes the American Dream come true. The film describes observations, dilemmas and adventures shared by all of those, who just like Dorothy the main characterwant to be the voice of their generation and try their luck in Hollywood. This is the hyper-realistic America, with all its attractions, such as living at full capacity, the enthusiasm and embarrassingly white smiles of the local people seen through the eyes of a stranger from Europe. Using the factual interviews with the inhabitants of Los Angeles, observing their everyday life, habits and behavior, after three years of having survived in L.A. the director reveals the thrills and absurdities that govern the world of the big stakes and unleashed dreams the way it is all perceived by an immigrant from Europe.

There are many people in this world who have difficulty in fulfilling themselves. They cant meet their material needs or career ambition and are completely helpless against reality. One of these people is the coming of age heroine of the film Waves, Kasia. She is at a point in her life, where she must make the most important decisions. It seems that she is in a hopeless situation as everyone around her is pulling her down. However, Kasia possess a moral instinct and intuition of good and evil, which despite her young age, help her change her fate. Kasia strives for fulfillment through her talent for hairdressing, but it will cost her many conflicts with her surroundings.
Wokol jest wielu ludzi, którzy nie znajduja zadnej mozliwosci realizacji siebie w otaczajacym ich swiecie. Nie moga zaspokoic ani potrzeb materialnych, ani ambicji zawodowych, sa zupelnie bezradni wobec rzeczywistosci. Jedna z nich jest bohaterka filmu Fale, wchodzaca w doroslosc Kasia. Jest w takim momencie, ae musi podjac najwazniejsze zyciowe decyzje. Wydaje sie, ze jest w beznadziejnej sytuacji. Wszyscy wokolo sciagaja ja w dol. Ale posiada instynkt moralny, intuicje dobra i zla, ktore mimo jej niewielu lat, pomagaja jej podjac probe zmiany wlasnego losu. Kasia ma wyjatkowy talent do tego by zostac zawodowym fryzjerem i osiagnac w ten sposob jakiekolwiek spelnienie. Ale bedzie ja to kosztowalo wiele wysilku i skonfliktowania sie z otoczeniem.
