PASS Training Webinar
The PASS program has been designed to streamline permitting throughout the Central Valley region. It provides a more efficient and effective plan review process by implementing a clear and concise set of standards for document content and organization.
There are TWO levels of PASS Training:
"TI" ALL PASS participants start with the TI level; this level covers Tenant Improvement and Small Commercial Projects, and includes the background of the PASS concept and principles.
"NC" The NC level expands the project types to include any size New Commercial buildings, Additions to Commercial Buildings, and New Multifamily Residential Buildings. The TI level training must be completed PRIOR TO the NC training.
We've broken up the webinar into 2 sections for each level of the program:
PASS TI Program Part A 12:00 pm to 1:30 pm, Tuesday January 15th PASS TI Program Part B 12:00 pm to 1:30 pm, Wednesday January 16th Ends with TI Test
PASS NC Program Part A 12:00 pm to 1:30 pm, Thursday January 17th PASS NC Program Part B 12:00 pm to 1:30 pm, Friday January 18th Ends with NC Test

Registry: this is a listing for those who wish to use PASS for plan submittals in any of the 18 participating jurisdictions. There are separate charges for the TI and NC listings. All PASS participants must start at the TI level; moving up to the NC level is optional. $49 for 1 year; Special 3 year rate: $120

FAQ
Im not familiar with the Zoom platform. Where can I find out more in advance?
Visit the Zoom website www.zoom.us; there are video introductions under meetings. We will be using the meeting function (which is the simplest interface) not the video webinar or zoom room functions. Using zoom requires you to load a small program to your computer; so you should sign on at least few minutes early, as the sessions start on time. You can join the meeting using phone or computer audio, but we recommend using the computer audio.
After you sign up on Brown Paper Tickets, youll get an email with a link to join the webinar at the scheduled time and date.
During the webinar, you will be muted when you join automatically; this is to control feedback and background noise. If you would like to ask a question, you can unmute yourself; please remute after your question. There is also a chat function, accessed from the "more menu item" (three dots).
Can I just take the NC class? No, you must have completed the TI program first.
How long will it take to find out if Ive passed the test? We provide results in approximately one week, via email.
Is there a pricing break for multiple people from a firm participating? Yes: see the Brown Paper Ticket options or email admin@streamlineinstitute.com for more info

What if I cant make one of the webinar dates? The webinars will be recorded. Email the streamline institute to get a link to the specific class
How do I take the test? The test will be offered at the conclusion of the two-part webinar series via an internet link. Who can use PASS? Any individual that can be the responsible party for the plan type covered may also be the signatory for PASS submittal projects as applicable can be listed on the Registry. These include architects, engineers, contractors, and designers for the corresponding project type.
Can I receive Architectural Continuation Units for the program? Yes, each division of the program is eligible for Health, Safety and Welfare Continuing Education Units (HSW CEUs). 3 for the TI Program. 3 for the NC Program.
Jurisdictions that are PASS qualified include Cities of Sacramento, Roseville, Citrus Heights, Rancho Cordova, Folsom, West Sacramento, Davis, Elk Grove, Lincoln, Rocklin, Galt, Woodland, Oakdale, and Modesto; and Counties of Sacramento, Placer, El Dorado and Stanislaus. Additional jurisdictions are expected to adopt PASS in the future. Interwest, Bureau Veritas, and 4Leaf are participating Jurisdictional consultants.
Organizations that have been participants in the PASS program development process include many jurisdictions, as well as the American Institute of Architects Central Valley Chapter, the AIA California Council, the Sacramento Valley Association of Building Officials; and the Streamline Institute Inc (a 501c3 founded to promote more efficient and effective regulatory processes).
The test and registry listing are optional for participating jurisdiction staff.
There is also a Group rate available; a single charge of $350 permits a group of any size from a single jurisdiction or firm to attend; email admin@streamlineinstitute.com for more info.
