IN this age of short attention span, it is reassuring that after 25 years behind the camera, London-born Henry Jaglom continues to make films in his own, offbeat manner. His efforts - such as "Sitting Ducks" (1980) and "Someone to Love" (1987), the latter featuring Orson Welles - aren't necessarily masterpieces, but they certainly are distinctive. His latest, "Hollywood Dreams," features red-haired newcomer Tanna Frederick as Margie Chizek, a young woman from Mason City, Iowa, desperate to make it as an actress....
