The PASS program has been designed to streamline permitting throughout the Sacramento region. It will provide a more efficient and effective plan review process by implementing a clear and concise set of standards for document content and organization. PASS program participation, currently targeted at Tenant Improvements and Small Commercial projects, requires this half day training class.
Future 'add on' classes are being planned that will expand the program.
Jurisdictions involved in the program development included: Cities of Sacramento, Roseville, Folsom, West Sacramento and Davis; Counties of Sacramento and Placer. Jurisdictions throughout the Central Valley Region are expected to use the PASS program.
Organizations that are participating in the PASS program development include the American Institute of Archtiectes Central Valley Chapter and the Sacramento Valley Association of Building Officials; both these organizations have established ah hoc PASS Committees.
Those who take the class and pass a test at the completion of the course are eligible to be listed as PASS program participants on the on-line registry by including payment for the registry and signing the registry form. The registry fee covers participation through the end of 2016.
Any individual that can legally sign for plans for commercial building projects as applicable can be listed on the Registry, including architects, engineers, contractors, and designers; and those listed can use the program for the types of project plans for which they may legally sign.
The test and registry listing are optional for participating jurisdiction staff.
