At the Table or on the Menu: Connecting with Your Policymakers with Joanne Florino
This workshop examines the legislative climate and the potential impacts on the non-profit sector and provides practical and successful strategies to connect and communicate with local, state, and federal policymakers.
With the White House, Senate, and House of Representatives all controlled by one party, we can no longer assume that gridlock will prevent the enactment of federal laws and regulations which threaten the work of nonprofits and foundations. Comprehensive tax reform, which remained elusive for the past few years, is now likely to move off the back burner. Majority leaders in both House and Senate are reviewing proposals that include cuts to the charitable deduction, limits on donor-advised funds, and mandated endowment spending. Moreover, there is plenty at stake for charities and foundations even beyond tax reform. Budget reductions, drastic changes in health policy, and regulatory changes - at both the federal and state levels - will affect the people you serve and make your work harder.
In the current environment, all nonprofits need to consider serious policy work. Every hearing, discussion draft, options paper, and draft bill offers an opportunity to engage with your elected representatives. Well walk through that process from start to finish, initial contact, background research, meeting protocol, and follow-up. Well learn from those who have worked in Congressional offices what members and staff value in these interactions. Well discuss how to build relationships with those who represent you, even when you have your doubts.

Joanne Florino is a senior advisor to Urban Swirski & Associates, an advocacy firm in Washington, DC, and former senior vice president for public policy at The Philanthropy Roundtable. She is also the project lead for The Atlantic Philanthropies Archives at Cornell University. Ms. Florino has worked in the nonprofit sector for over 35 years. Previously, she was executive director of the Triad Foundation in Ithaca, New York, from April 2003 through March 2013. She also served as executive director of the Park Foundation and a program associate at Atlantic Philanthropies. She currently serves as a board member of the New York Council of Nonprofits and the Paleontological Research Institution. Ms. Florino earned a bachelors degree in history from Georgetown University and a masters degree in American history from Cornell University.
