The PASS program has been designed to streamline permitting throughout the Sacramento region. It provides a more efficient and effective plan review process by implementing a clear and concise set of standards for document content and organization. PASS program participation, currently targeted at Tenant Improvements and Small Commercial projects, requires this half day training class.
Future 'add on' classes are being planned that will expand the program.
Jurisdictions that are PASS qualified include Cities of Sacramento, Roseville, Citrus Heights, Rancho Cordova, Folsom, West Sacramento, Davis, Elk Grove, Lincoln, Rocklin and Woodland; and Counties of Sacramento, Placer and El Dorado. Interwest and Bureau Veritas are participating Jurisdictional consultants. We expect additional adopting entities in the near future.
Organizations that have been participants in the PASS program development process include many jurisdictions, as well as the American Institute of Architects Central Valley Chapter, the AIA California Council, the Sacramento Valley Association of Building Officials; and the Streamline Institute Inc (a 501c3 founded to promote more efficient and effective regulatory processes).
Those who take the class and pass a test at the completion of the course are eligible to be listed as PASS program participants on the on-line registry by including payment for the registry and signing the registry form. The registry fee covers participation through the end of 2016.
Any individual that can legally sign for plans for commercial building projects as applicable can be listed on the Registry, including architects, engineers, contractors, and designers; and those listed can use the program for the types of project plans for which they may legally sign.
The test and registry listing are optional for participating jurisdiction staff.

There is also a Group rate available for jurisdictions; a single charge of $575 permits a group of any size from a single jurisdiction to attend; enter jgroup password; and please provide names and contact info for all attendees in comments.
