Speakers:

Patricia Martel
Pat Martel is City Manager of Daly City, CA and President Elect of the International City and County Managers Association. She has over 30 years of management experience in local government.  Ms. Martel has held executive management positions with several California municipalities including the cities of Inglewood, South San Francisco and Daly City.  In 2001, she was appointed as the General Manager of the San Francisco Public Utilities Commission.

Ms. Martel has been recognized as City Manager in Residence at Stanford University's Haas Center for Public Service.  Ms. Martel's past honors include being named the Latino Heritage Month Local Hero by KQED Public Broadcasting and Kaiser Permanente in 2004; 100 Most Influential Business Women in the Bay Area by the San Francisco Business Times in 2003; and Top 100 Women Business Leaders in the Bay Area by the Business Journal in 2002.  She is the recipient of the 2014 Career Excellence Award presented by the Municipal Management Association of Northern California.

Molly Stump
Molly S. Stump was appointed City Attorney of the City of Palo Alto in April 2011.  Ms. Stump is a graduate of Boalt Hall School of Law at the University of California, Berkeley and Pomona College in Claremont, California.   Ms. Stump joined the City of Palo Alto after 15 years in the San Francisco City Attorney's Office.  During her tenure there, she served most recently as general counsel for San Francisco International Airport. Previously, she was supervisor for San Francisco's public protection team, working as chief counsel to the Police Commission and the chief of police.    She also worked on the general governmental team and the labor and employment team, defending San Francisco in employment litigation and negotiating labor agreements.

Rita Barber
An avid Toastmaster for 6 years, Rita Barber most recently served as District Governor for District 4 Toastmasters, with more than 6,500 members of community clubs and corporate clubs in San Francisco, Silicon Valley, and Monterrey. Under her leadership, District 4 Toastmasters finished the year as a Select Distinguished District, the largest district in North America and among the largest in the world.

She considers it to be an honor to lead those that are interested in improving their communication and leadership skills. Professionally, Rita has over 18 years of experience leading, defining and conducting training initiatives for executives, corporations, and groups throughout the West Coast. She has in-depth experience in workshop facilitation, and delivering messages to groups in the hundreds, as well as working with individuals one-on-one with message-collaboration, leadership, mentoring, and delivery.

Kathryn Shen
Kathryn (Kathy) Shen is the Chief People Officer for the City of Palo Alto, serving as head of the City's HR team since 2012.  The City employs about 1,000 full time and 300-400 part time and seasonal employees in a variety of fields from public works to utilities, community service, arts & sciences, open space and parks, libraries, finance and administration. She is an attorney and MBA with over 25 years' experience in the employment law and human resources field.  Kathy previously worked with Kaiser Permanente as Director of Workforce Planning for the Northern California Regional offices in Oakland. At Kaiser, she lead a team that forecast and managed employee skill development, career services, and redeployment of staff for an evolving model of patient care. Prior to 2007, Kathy worked in HR and labor relations in the Cleveland, Ohio area for LTV Steel Company, Alcoa and Goodrich Aerospace Corporation.  Her JD and MBA are from Case Western Reserve University in Cleveland and her BA is from Michigan State University (Go Spartans!). She and her husband, a clinical psychologist, moved to California to follow their children who wanted to enjoy the unique Asian-American experience and culture here.  She now has three grandchildren in San Jose.
