"Special Circumstances" is the story of Hector Salgado, a former political prisoner who returned to his native Chile, camera in hand, to confront the military officials responsible for the torture, imprisonment, and deaths in the city of Tome during the 1973 coup. Q&A with filmmakers will follow.
