FLORIDA FILM. In the aftermath of 2004s Hurricane Charley, over 2000 people moved into 551 emergency moble home units set up in a field in Charlotte County, Florida. In December, 2005, with a move-out deadline approaching, more than two-thirds of the people still lived in the park dubbed FEMA City. Jamin Griffiths explores why this place has been called a 'socioeconomic time bomb,' why the residents are having trouble getting back into their community, and why the system has failed.
