Civil Servants follows the first year of young police officers in the police academy and on the beat in Eastern Germany. After simulating the real world inside the academy, they have to face the reality: right-wing protesters who reject the state, democracy and immigrants, domestic violence, poverty and the general decay of structures in the life of people. The young police officers are the thin blue line between the ideals of Western democracy and the threat of its decline.
