PRESENTATION: Partnering for Success: Sound Transit and City of Bellevue, East Link Light Rail Extension  South Bellevue to Overlake Transit Center

The East Link, South Bellevue to Overlake Transit Center project is an eight-mile $900-million extension of Sound Transits light rail system that will connect the Puget Sound Greater Eastside with downtown Seattle, SeaTac Airport, and the University of Washington via fast , frequent and reliable rail transit service. The Greater Eastside includes downtown Bellevue a robust regional activity and economic center and home to over 45,000 jobs and 10,000 residents.

Key project features include 2 miles of retained cut guideway, 3-miles of aerial guideway, a 2,500 foot SEM tunnel, eight stations (5 at-grade, 1 trench, 2 aerial) two significant pedestrian bridges and two structured parking garages. The East Link Extension is planned to start construction in 2015 and open for revenue service by 2023. This is the first light rail to be constructed within the City of Bellevue.

A project of this magnitude does not happen without active collaboration and partnering between project stakeholders. This paper will discuss the collaboration process used during the final design by Sound Transit and the City of Bellevue including specific tools used balance sometimes competing project goals, escalation of issues, integration of adjacent City projects, handling of concurrent project costs (betterments), cost sharing and resolution of key community concerns. The paper concludes with a lessons learned and a collaboration toolbox for peer agencies and cities.

PRESENTERS: A. DeWitt Jensen, PE & Kevin R. Collins, PE

DeWitt is currently working as a Corridor Design Manager for Sound Transit. He has over 42 years of experience on a wide variety of transportation and other engineering projects throughout the Northwest including highway, road, rail transit, railroad, drainage, airport and other civil projects. Coordinated projects between agencies such as the Port of Seattle, City of Seattle, WSDOT and other agencies. Project experience includes analysis, studies, preliminary and final design, preparation of plans, specifications and estimates, and construction planning. Managed challenging projects with multiple disciplines. Clients include local cities, DOT's, transit and port agencies.  DeWitt is a registered professional engineer in the states of Washington, Oregon and California. He has Bachelor and Master degrees in civil engineering from the University of Washington.  DeWitt is also the President of Jensen Motorboat, and an owner of Spencers Landing Marina in the San Juans.

Kevin is a vice president of HNTB Corporation. He has over two decades of transportation industry experience, focusing on delivery of passenger rail projects, including light rail, commuter rail, and streetcar projects. Kevin is based in the firms Bellevue office and currently serves as Project Director for the Sound Transits multi-billion-dollars East Link and Lynnwood Link Light Rail Extensions projects. He is a registered professional engineer who graduated with a Bachelor of Science in civil engineering from Northeastern University. He also received a Certificate in Project Management from the University of Washington. With experience as a project manager, engineering manager, integration manager, quality control/assurance engineer, track engineer, safety certification engineer, and value engineer, Kevin specializes in the intricacies of delivering large, multidisciplinary, multi-jurisdictional transit projects in all phases of project development.

The member price for this event is $32.00 if you register before 12:00 Noon on the Monday immediately preceding the meeting; late registration is $37.00. Non-members will be charged $39.00 before 12:00 Noon on the Monday immediately preceding the meeting, and $45.00 thereafter.
