Successfully navigating the development process in California is notoriously challenging, time consuming, and expensive ESPECIALLY FOR SMALLER FIRMS that have to rely on doing it all in-house!

Architects are often tasked with finding a project team that can usher a project through the required entitlements and environmental clearance process pursuant to the California Environmental Quality Act (CEQA). It is impossible to learn everything there is to know about land use entitlements and CEQA in a brief program, but our speakers will present an overview of both subjects so, as architects, you will have a better understanding of how projects are shaped by these requirements and how project schedules are affected.

LEARNING OBJECTIVES:
1. Ministerial permits and discretionary approvals What's the difference and when is CEQA triggered?
2. How do I establish a successful entitlement strategy and know the players involved?
3. What does CEQA require and why is it so complicated?
4. What do I need to consider when getting a project through the CEQA process?


PRESENTERS BIOS:
Joel Miller, AICP, is a certified planner and principal of Psomas.  Mr. Miller has worked in the city planning field for over 44 years, both in the public and private sector.  His career began as a city planner with the City of Glendale and then the City of Carson.  Since 1984, he has been at Psomas.  He has enjoyed many years of land use entitlement experience entitling high-rise mixed-use projects, business parks, small lot and airspace subdivisions for residential, commercial and industrial developer clients.

Kristin Starbird is a Senior Project Manager with 13 years of professional experience in the preparation of environmental documents pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). She is responsible for managing the CEQA/NEPA process for a wide variety of controversial and complex development projects, including general, master, and specific plans; residential tract map developments; flood control infrastructure projects; mixed-use and transit oriented developments; solar energy projects in the Antelope Valley; and health care and prison facilities.
