Nonprofit Health and Human Services in San Francisco: Building a Unified Movement for Surviving and Thriving

For much of the last decade, public sector funding for health and human services for our most vulnerable residents has been consistency reduced. While these reductions have directly affected the nonprofit sector, they have also affected the very capacity of government itself to meet critical human service needs. These cuts have been of such size and duration that we now face a qualitatively different reality of the future relationship between government, nonprofits and the continuing needs of the people we serve.

If this was simply a public funding problem, albeit severe, then it would be a question we have often struggled with and generally know how to address. But what we now face is a profound shift in the capacity of government to continue functioning in any recognizable form. This creates a new challenge for those of us who must depend upon state and local government not only for funding, but for policies and programs to address the constantly changing needs of the people, now and in the future.

Inherent in this new reality are profound changes for our system of care, our workforce, our organizational capacity, and our very role in the city.

How do we affect public policy towards vulnerable populations when the very capacity of government to respond is in question? What new courses of action, tactics, alliances and allies do we need in this period of rapid shrinkage of the public sector? How do we revitalize and reinforce a service delivery system that truly meets the needs of all San Franciscans?

We need to come together and agree on a set of locally actionable proposals to strengthen the system of care for our most vulnerable neighbors, and place them before local decision makers in the public and private sectors. Join the San Francisco Human Services Network for New Realities 4 on June 18, as we develop our action plan for the next five years!

9:00am-10am: MORNING PLENARY

NEW REALITIES: What is our vision of a healthy service delivery system? What are the challenges that our sector faces now and in the next five years?

NONPROFITS ROLE IN MAKING CHANGE: How can nonprofits confront those challenges, now and in the future? How can we unify our sector and allies to develop and implement an action plan?

CARING FOR VULNERABLE SAN FRANCISCANS: OUR SYSTEM OF CARE
The role of nonprofits in serving the needs of vulnerable San Franciscans / Developing a vision: what should our service delivery system look like / Standards of care and metrics of an effective nonprofit / Barriers that impede service delivery.

NONPROFIT WORKFORCE: BREAKDOWN OR BREAKTHROUGH
The role of nonprofits as employers / The role of consumers as providers / Workforce issues and their impact on our ability to serve our constituencies / Nonprofits' relationship with labor unions.

ORGANIZATIONAL CAPACITY, SUSTAINABILITY AND GROWTH
How to maintain and grow funding for services / The need for new financial underpinnings for our sector / Business continuity: Funding disaster preparedness for nonprofits / The role of nonprofit public policy advocacy.

NONPROFITS AND THE CITY: RESTORING THE PARTNERSHIP
The role of nonprofits and communities in policy and decision-making / Fair and efficient RFP and contracting processes / Contracting out: Who should deliver a service, and how do we decide / How do we hold service providers (both the city and nonprofits) accountable / Consolidation and reorganization: Are there too many nonprofits / Public and government perception of nonprofits, and our response.

ALLIANCE FOR JUSTICE: The essential role of nonprofits in the policy process.
Alliance for Justice is a national association of more than 90 organizations dedicated to advancing justice and democracy.

2pm-4pm: AFTERNOON PLENARY

SAN FRANCISCO HUMAN SERVICES NETWORK ACTION PLAN: Breakout groups will report their recommendations to the group for discussion and ratification.
